College Sub-Sector of Higher Education required reforms under the imperatives of successive national education policies. Higher Education Department Government of Khyber Pakhtunkhwa established Project Management Unit (PMU) for introducing much desired reforms for the improvement of various areas of higher education in the Province. Its purpose was to recommend measures for the restructuring and reorganization of government colleges in the Province. The specific objective of the project is to implement 4-Year Degree Bachelor of Studies (BS) program in Government Colleges in replacement of older 2-year degree. BS program of Studies would better prepare the students to meet the challenges of global market economy.
Since the beginning of the project in April 2011, PMU launched an awareness and advocacy campaign on Reform Agenda and held Seminars, Workshops, Conferences and meetings with the college teachers, principals and other stakeholders. As a result, the PMU received tremendous response from the college community and within a short span of a few months more than 121 BS Departments started functioning in more than 53 colleges in 25 disciplines both of natural sciences and humanities with an enrolment of about 3000 students.
PMU has envisaged a plan to establish more than 500 BS Departments by 2015 as its ultimate goal in order to bring about a complete transition from 2-Year Degree to 4-year Degree Program in the colleges of Khyber Pakhtunkhwa. PMU also plans to introduce structural changes in the colleges for the optimum utilization of human and financial resources for the promotion of Higher Education in the Province. The introduction of BS Program in the colleges would increase access to higher education for poor sections of society and would increase the ratio of enrolment in higher education from present 3% to 10% in the Province. It would also afford opportunity to students from low income classes of society to receive internationally acceptable degrees for employment in a highly competitive market economy.
Establishment of Quality Enhancement and Control Cells at the colleges would be accomplished during and the period 2012-13. PMU would act as Quality Control Agency to facilitate all the QECs in the colleges.
The project aims to point out the weak areas of Higher Education Department and find out plausible solutions to these problems and to bridge the gap between the conventional educational systems in vogue in Pakistan by starting 04 Year Degree Program as followed and practiced in almost all of the developed and developing countries of the world.
